New Office of Management and Budget (OMB) requirements for procurement of goods and services using grants and cooperative agreements have caused more than their share of angst among NGO recipients and subrecipients. That’s because they were modeled on previous requirements that affected only state and local governments. In an unprecedented move, OMB allowed for delayed implementation but that delay will soon be up.
